
KAMPALA, UGANDA - November 18, 2025 - Rexial Payment Systems Limited has been granted a full Payment System Operator (PSO) license by the Bank of Uganda, marking a milestone for recurring payments infrastructure in East Africa. The license authorizes Rexial to operate commercially as Uganda's direct debit infrastructure provider, connecting banks, mobile money operators, and businesses nationwide.
From Sandbox to Full License
Rexial's journey to licensing began in 2023 when the company was admitted to the Bank of Uganda Sandbox to test its direct debit platform. Over two years, Rexial successfully processed transactions through pilot partnerships with Stanbic Bank Uganda and XENO Investments, demonstrating the platform's security, reliability, and compliance with regulatory standards.

What the License Enables
The PSO license authorizes Rexial to operate as regulated payments infrastructure, enabling:
- Banks and mobile money operators to offer direct debit services without building proprietary systems
- Businesses across sectors—utilities, insurance, lending, subscriptions—to automate recurring collections
- Consumers to manage all their direct debits in one place with full visibility and control
This infrastructure has been absent from Uganda's payments landscape despite rapid growth in digital transactions. While mobile money and digital banking have flourished, automated recurring payments have remained largely manual—creating friction for businesses and customers alike.
Building Africa's Subscription Economy Infrastructure
Rexial's platform addresses a critical gap: over 95% of recurring transactions in Africa are still processed as one-off payments. For merchants, this means unpredictable cash flow and high collection costs. For consumers, it means managing multiple bills through fragmented manual processes each month.

The Bank of Uganda's sandbox program provided a controlled environment for Rexial to validate its technology under regulatory supervision. The licensing process included comprehensive assessments of:
- Transaction security and data protection measures
- Compliance with national payments standards
- Operational resilience and disaster recovery capabilities
- Consumer protection mechanisms
- Anti-money laundering and fraud prevention systems

Next Steps: Network Expansion
With full licensing in place, Rexial is now focused on expanding its network of financial institution partners and onboarding businesses across multiple sectors. The company is in advanced discussions with additional banks and mobile money operators to connect to the platform in early 2026.
Businesses interested in offering direct debit capabilities can now integrate with Rexial through its AutoDebit API or merchant dashboard. Consumers will be able to manage their direct debits through the AutoPay mobile app, launching alongside network expansion.
